running in the background. I have the following set-up.
LD 22
PRT
TYPE OVLY

OVLY
SID 808
BKGD 044
PBXH X
TODR 02
DROL 030 034 035 036 037 038 039 043 060
CACH 32

MULTI_USER ON

I'ts daytime and my system is barely running >LD 30.

If the system is still running LD30 and your system is running very slow the only way I know of to stop the DROL when is to push the INT buffon twice on the active CPU. check to see if there is another port that is keeping the DROL from completing, as every time someone logs in it stops the MIDS and when they log out the MIDS start again.
 
You may have a different problem - the midnight still running is just a symptom. Start with the INI. Chech your call registers under PARM in ld 22. Check your History file and see if there is something that may stop your midnights from completing as acewarlock mentioned. A BSD power will also stop midnights from completing
