Like the title, any way to find out when TN was last utilized?
I'm being handed the phone system and I want to start a clean up of phones that we don't use

You can tell when it was last changed in programming, but unless you have a call detail system, it would be difficult to determine when it was last utilized. You can look for disabled digital sets in LD 20 by performing the LDIS LLL SS command (LL being the loop number, SS being the shelf number).
 
You could also do a loop all in LD 30 - this will give you a list of any TN that the system did not see a phone at the end of. It works for digital sets, but not analog sets.
 
If you're wondering if you can OUT a DN, DISU it, and see if anyone complains! Give it a few days/weeks, and if you've heard nothing, then...
