Answer Line Ringing on Another Phone

BCM 50 release 3. I have 4 analog lines that appear and ring on extension a, but appear only on extension b. They are telling me that when a line on extension a is ringing, extension b can't just press the line button to answer. I don't have a BCM to lab it up at the moment, but is this normal behavior? I know I could put them in a pickup group if need be. Thanks.

If the lines are set to Appear & Ring then you pickup the receiver.
If the lines are set to Appear Only then you press the flashing line.

Are they pressing the correct line and not one that is in use?
What is the error on the display when they press the flashing line?
Do the lines appear at other sets and do they have the same issue?

That's what I thought. This is the only phone that appears only. They swear they are pressing the line button. It might be a call ringing directly to an extension that they are trying to pickup. I'm trying to avoid driving out to the site.
