Answer DNS not working for DID number

Calls to our president is suppose to be forwarded to his assistant's phone. I set an Answer DNS on the assistant's DNS. Internal calls are being routed to the assistant's phone but when someone uses the president's DID, it goes to the president's phone and not his assistant's.

What a I missing?

His DID may be private, check the programming for the Target Line.
