Answer DN = Constant ringing + Flashing Intercom buttons

I'm not very familiar with our phone system and have been learning through experience. The system is a Norstar Modular R1T1 Trilingual (30nCG18 NAT).

Needed to setup an extension that would ring to multiple phones so I selected an unused extension (4007) that is not connected to a phone. I then went through **CONFIG -> Configuration -> Line Access -> Answer DNs and set extension 4007 for all the phones that need to ring on that line.

That worked but I'm experiencing a slight issue with it. The phones that need to ring for extension 4007 are also configured to ring all inbound lines on the intercom buttons. Occasionally a call will come in on one of the external lines and flash on the intercom button. If the call is picked up by another user on a different set the Intercom button indicator will continue to flash and/or the phone will get stuck in a constant ring.

Picking up the flashing Intercom button at that point results in an open line. The only way to stop the indicator from flashing and/or the phone from ringing is to press the intercom button, then hands free, then intercom, then release.

Hoping someone has experienced this before and can point me in the right direction to troubleshoot.

Could the problem be related to the fact that there is no phone hooked up to extension 4007? If needed I can punch down a POS phone in the wiring closet but I'm not sure if that's the problem.
 
Unfortunately hooking up a phone on extension 4007 didn't change things.
 
Ok a little more info is required. What are you using for telco service: POTS lines, T1, DID? Do you have voice/Automated attendant (which one, software level). How incoming calls routed? The call that gets hung on 4007 is an intercom call (DN to DN), transferred called from a live person, or auto-attendnt?
