Anonymous call rejection?

So basically my question is, can a call whose caller ID is blocked, be rejected by the phone switch?
I know AT&T has something like this, but they cannot offer it to me over my PRI so I am seeing if I will be able to do this on my new G430/S8300/Aura R6 system when it comes in.
 
I think if you used vectoring you could route anonymous incoming calls to an announcement, busy sig., etc. I'm not sure of the exact programming, but something to the effect of:

goto step N if ani = none
goto vector 1234 unconditionally (this is the normal inbound for calls with ID)
Step N: goto announcement 5678 unconditionally (where announcement says 'please call from an unrestricterd line...' or something.)
