Announcement number - VM box without ability to leave message

I would like to setup an announcement number for the public for our programs. If the weather is bad the instructor changes the message to say the programs are canceled for the day. I was thinking of a group mailbox without the ability to leave a message.
I went to 47-02 but I don't see an option to disable leaving a message. I can change 05 to erase but will that just delete a message after a person leaves one? Or is there a better way? I have a SV9100.
 
In 47-07 make the group mailbox an announcement box. Record the message as an announcement from the sys admin box.
 
The problem is I don't want to be the person recording the message. I want the instructor to record the message, preferably without giving him any more permissions.
 
With an announcement box, you can only hear the message. Give the instructor administrator access to the VM to record/delete/play the outgoing message.
Log into your mailbox, dial 72 + 2 + annc number 001-032, follow prompts.
 
47-07 Routing Mailbox 11 is set to Announcement. I recorded a test announcement to 011 from my administrator phone. I went to 22-11 and found the phone number I want to use and put in 4011 for Target 1. When I call the number I don't get the test message. I get the standard 4 rings and leave a message. How do I give the instructor administrator access to the VM 011 to record/delete/play the outgoing message? Can I set it for that number to answer after 1 ring only?
 
Messages in announcement boxes are done by a phone with admin permission by first logging into that persons personal mailbox, then dialing 72 + 2 + annc box number.

I should have started off with that this is my first NEC phone system. I come from a 3Com NBX background. NEC is very different. So I screwed up when I used my phone that has admin permission, went into my voicemail, dialed 72 + 2 + 011 and recorded a test message? I should have dialed his extension from my phone, press # during the please leave a message, enter his vm pin, then 72 + 2 + 011, and left a test message? What is MB 47?
 
MB short for memory block and is the first section of the program item you are working with so as you referred to 47-07 you are working with MB 47. Each memory block deals with different topics (for want of a better word) for example MB 14 for trunks and MB 15 for extensions.
 
Alternate to inmail, you can point your calls to VRS. So for DID options, point calls to 5xx (where xx is the VRS Message No.), then in 25-06 make sure all options are 0, as well as in 25-03 and 25-04. This means that no matter what people do, the message will play, then disconnect the call. No ability to leave messages.

Staff can then use 616 7 0xx to record messages as required

This can also be done through inmail, and dial action tables
