Anaolg phones dropping calls when using switch hook to place the calle

I am experiencing a problem that I am not able to resolve. I hope someone here can help me out with this.

Scenario:
Caller A answer their 2500 analog telephone, a second call comes in and Caller A hears the call waiting audible tone. Caller A depresses the switch hook on the telephone to place Caller 1 on hold and answer Caller 2. Caller A receives the call from Caller 2 and has a converstaion. Caller 1 is NOT placed on hold, they are just dropped. I have ran a trace on the phones and I see that the dropped call is generating a denial event and getting intercept treatment. The denial event is 1694. I can not find out very much information in this event from the Avaya Support website.

I have checked just about everything I can find on the switch that relates to the "hold" feature, but nothing is resolving this issue.

Can somebody please point me in the right direction

On page 2 of the analog station screen make sure that switchhook flash is set to 'y'.

1694 Sta intrcpt tone fwd disc Station Intercept Tone Forward Disconnect.

I have verified that switch hook flash is set to "y". I have also been discovering that the analog hold feature is not working corporation wide on the S8xxx media servers, but it works fine on the older systems. Is this a design failure from Avaya?
