analogue phone issues

I am managing a nortel bcm 400 system but have very little experience working with it. i have a user whos analogue phone can recieve calls but not make them. when i pick up the handset it has a constant tone and inputting numbers makes a tone but it will not dial? i believe it to be a configuration issue in the bcm but im not sure where to begin looking.

i think i have fixed the problem. from my notes i noticed that the prime line is the line automatically accessed when you pick up the handset. so all i did was changed it from I/C to none and then back to I/C and it seems to have fixed the problem.. not sure why that worked but it did
