I have worked with AVAYA phone system and this is the first time I saw this question, the only option that I can think of is to busy and release the port of the analog line, but if you can provide us more information, so I can think how to solve the issue...

JuanCarman in nortel blue system which feature you unplug whether it is trunk port or phone it will disable automatically when again you plugin port then you have to enable it from the maintenance portal.
