Analog Phones in a Hunt Group

I have around 20 analog phones in a secure room. Each has its own DN, in addition to their own DN i would like to add each phone into a broadcast hunt group where a single DN would ring all the phones that arent currently in use. Is that possible without using ACD? i dont want the function to affect the way the phones work, i just want an extention that rings all phones.

An ACD does NOT ring all idle sets that are configured as members.

i didnt want to use acd anyway since the users would have to logon to their set. all i want is a number that will ring all the sets. Unfortunately we have to use STE phones in that room so i cant even program a second line to the phone itself.
