Analog phone on Partner system 1

I have a customer with an analog single line phone plugged into one of the Partner ports. It's working ok except it is grabbing an outside line when coming off hook. We need it to be intercom dial tone instead,is there a programming change for that?

From Ext. 10 or 11 using a feature phone:

Feature 00
Left Intercom 2x
Right Intercom 1x
Ext # of analog phone
