I need to lockdown a phone from calling long distance calls,
Need as much info as possible

Using TARG/TGAR to restrict acces is the easiest way. By setting a TARG on your route in LD 16 and then restricting the unit with TGAR when programming it, you should be able to lockdown what routes they have access to.

I only need to Restrict a couple of analog phones.

if your local outbound calls require a lower NCOS then your long distance outbound calls set the analog phones to NCOS that only allows local calls. May involve too much work for you if your NCOSs are broken down extensively

Probably NCOS 0 is going to restrict long distance. Check the FRL of the NCOS to determine the restrictions.
