Analog lines not ringing - NEC2000 IPS

It seems our analog lines (all using Dterm analog phones) are not ringing. The light flashes but the station does not ring. As far as I can tell it is on all the analog courtesy phones on the campus. Where do I even begin to look? The only change to our system recently is the carrier. These phones are used mostly in classrooms in case of emergency but the front desk can't dial into the class room and have it ring now.

I'm sure you've tried already, but have you bumped the pbx yet?

Well, it seems someone climbed over the fence to the electrical building, broke in and turned off all the power to the entire campus.(Likely thinking it would shut off the alarm system - there isn't one). Then this brainiac took a 16 ft extension ladder and used it to climb onto the roof - thinking he could get in that way. It is a building with no windows. Roof access is locked from the inside.
This entire weird episode forced everything to be rebooted on Friday including the PBX. My site contact will be testing the analog lines today to see if they are all back up.
 
Well they are back to not ringing again. Think I'll suggest having a tech come out.
