Analog & Digital ports DEAD on multiple Server Edition Expansion systems

Given:
IPO Server Edition
Multiple SE Expansion System

Problem:
On Multiple Expansion system, the all the Analog ports, on Combo Cards & Phone 8 cards are completely dead (no DC voltage either)

Also all digital ports are dead Also with no DC voltage present.

The no voltage thing may be a red herring though.

These ports worked previously.
All manner of card swapping,reboots, card deletion-re configuring.

Other Expansion System have all the ports working.

Looking for suggestions...

Have you tried replace a non working card with a brand new one? Maybe you took a surge from lighting or something else.

Are these expansion systems getting power to control unit, I find it hard to believe that multiple expansions systems all went dead at the same time
