an error occured...?

What are some of the things that could cause this type of error message. When I put the path to the cgi in the browser, it works. When I put this:
<!--#exec cgi="/cgi-bin/rand_text.pl"-->
in my document, I get the error. I've changed the htm file to shtml. Any suggestions?

Check your webserver's error logs for more information.

If you post the script, it would help, also what webserver you're running, what version of Perl, the permissions on the script, and the cgi-bin directory, and finally has your webserver been set up to handle SSI's?
