How can I find out if an ActiveX (MSCOMM32.OCX) is registered or not? What is the best way to register it?

Use REGSVR32.EXE to register it. Just run REGSVR32 from a command prompt, and you will see a little help message with a list of the parameters.

To find out if the control is already registered, you could search for it in HKEY_CLASSES_ROOT in the Registry. I'm not sure exactly what you need to look for, but it should be fairly obvious.
