Alternatives to fixing a "stuttering" movie!

Greetings and Salutations my Peers!!!

I have a movie which conssists of 28 layers and 163 frames, the problem is that the tweening becomes more and more "bumpy" the closer it reaches the end. Now I believe that i have three alternatives :

1, Cut the film and make it into several scenes.
--->simple --->gotoAndPlay Scene n

2, cut the film and convert them into smaller swf's for inporting/loading.
--->relatively simple --->loadMovie

3, Convert all tweens into actionscript motion tweens
--->not simple ---> onClipEvent(enterFrame)speed
whith alt.3 were're talking alpha fading, easing, motion and getTimer (real difficult actually)

ahh what to do what to do... preloader maybe?

any advice ,comments and/or sugestions will be greatly appriciated .
