I was just on site working on a CICS 7.1, the customer said Alpha Tagging used to work, but stopped a while ago. If no name and only number is being sent by the caller, the Telso will add the name of the province in which the call originated. So here in Alberta all cell phone calls come in as "ALBERTA" with the cell number secondary. Because a name, even a generic one like this, is being sent the Alpha Tagging feature will not work and will not overwrite the name with the one stored in a System Speed Dial entry.
The Avaya IP Office is a little more advanced in this repect as it allows you to program an individual incoming call route matched to the incoming number and further allow you to specify a unique CLID display overwriting what the Telco is sending.
