Allowing a Form to be edited

I have this database created that is stored on a shared drive so that several users can go into it and update the information through a form. One of my users for some reason cannot edit the form even though everyone else can. What could be the reason for this?
 
A lot! So, could you be more specific?
What you mean be can't edit? which error message/code?
What do you mean by edit?
-Change the form features in Design mode?
-Change the contents of some fields?

Do you protect your database? Has both users (the one that can, the other that can't) the same rights?

Don't they try to edit at the same time?
 
What I mean by edit is that out of all five users, only one receives the message that the database is "Read-Only" even though the security is set so that everyone has all proveledges. I realize that this is an inefficient way to go about setting up permissions but it's not as though anyone else would tamper with the org.
