allow "everyone" full control - WHERE?? 1

I am having an issue with re-installing Norton Internet Security, a "possible" solution I have found on the internet indicates me to do the following:
1) create folder c:\config.msi
2) edit the folder properties to allow "everyone" full control: properties/security/permissions.

The problem is when I edit the folder permissions, there is no "security tab" - I only find a "sharing" tab, and I don't see anything that gives me the choice to allow ""everyone" full control OR another option that I'm looking for and don't have is to uncheck "allow inheritable permissions from parent to propagate to this object". I am working with Norton Internet Security 2004 & Windows XP Home edition.

AND - through days of frustration, I'm ready to burn every Symantec disc I own and move on to the other competitors.....YES, FRUSTRATION is taking over me....

Right-click on the Start button and select Explore.

Open the Tools menu and select Folder Options.

Under the View tab, in the Advanced Options box, uncheck the box that reads "Use simple file sharing (Recommended)".

The Security tab should now appear.

Now to fix this crazy Norton issue!
