Allow only certain URL's in Internet Explorer 1

On our network of Windows XP Pro SP2 PC's, we have disabled internet access for certain PC's that do not require it for their job. This has eliminated corruption and servicing on these PC's. There is now a need to have a few stations access a couple of URL's only (vendors). I was looking for a program that allowed a list of 'whitelist' URL's only, but all I found were preconfigured blacklist or parental controls programs.
Is there a way to do this by adding something to the registry? We want to give access only to a few specified sites, but no others.
 
Edit the hosts file. You allow certain ones out and send the rest to either a set page or nowhere. the stop access to this file.

Have a quick Google on editing the Host file.

Best way would be to add a bogus proxy that does not exist so the clients fail to connect to the internet then add the sites you want to allow to the bypass proxy list. Easiest way would be through group policy if you are on a domain, you will also need to lock down access to change the settings. Hosts file is OK but you'de have to add all the websites you want to ban (all billions of them!)

That's easy then . . . just modify the proxy settings via a group policy in

User Configuration / Windows Settings / Internet Explorer Maintenance / Connections / Proxy Settings

I just set up a proxy and it worked great. Very simple and quick and does the job.
