ALLOW File Association changes?

Hello,

When I went to change the file associations on a Windows 2000 Server (Running TS), I noticed the ability to change file associations was not allowed! The buttons were all greyed out. Could this be due to a Windows 2000 Policy or a Windows NT 4.0 domain policy???
