Allow access to only the latest version in document library

Sharepoint services 3.0 - we have a document library which will contain all versions of documents for our technical staff to use as reference material. We would like our non-tech people to be able to see only the latest version of the document from the same library. How do I restrict the security of the non-tech staff so they can only view & open the latest version?
 
Hello. Are you using sharepoint to control the versioning or are the old versions in the library as separate files?
 
We are currently using the Sharepoint version control.
 
If you put all your technical staff in a group and add the group in the permissions for the library, there's a Restricted Read permission that will prevent them from seeing any of the version history on the files. This is the description...

"Can view pages and documents, but cannot view historical versions or review user rights information"

Hi, have just checked and the Restricted Read permission level is only available on certain types of sites.
 
Apologies for the multiple lines. You can turn on these permission levels by activating the Office Sharepoint Server Publishing feature on the site.
