Allow 976 for 1866 calls 2

Trying to allow 1-866-976-xxxx calls.
This is a CS1000 Rel 3 with nars bars.
Route List 1 where 1866 resides denies 976.
Can someone point me in right direction?

have you checked ld 90 NPA or SPN to see if that is where that is denied instead of 86?

Thanks for your help...had to get a service provider to dial in and make changes in esn programming. Was tied up with other things....appreciate the advice in any case.
