All User Wall Paper

Hi, I trying to set a wall paper that will affect all the existing user and new user in Win Xp Pro & W2K Pro. I change the registry setting (HKCU & HKU) but it only affect the user currently logon but not the other users neither new users. Anyone know how to change in order to achieve this objective.

Check out group policies. Goto Windows help and search for
'Customizing your computer using Group Policy'

Thank's for your reply but I'm using VB to set the wall paper control. If using the Group Policy I got to change every computer manually. Is there any other way than manually set in the Group policy.
