All Parameter and Using Saved Data

I've created a report (CR 2008) that has 8 Parameters plus an All option. The report needs to manually run for an interim basis while we do some upgrading on our automation server. I added the All option with the intent of having the report hit the server once and then run each parameter versus the All which already contains the data. For Example:

Parameter:
Department 1
Department 2
Department 3....etc
All

The All Parameter returns all the data for Department 1 to 8. When I then choose Department 1 the report hits the DB again. The main issue is that when I run the All and then choose another parameter I am not given the option to use saved data. Anyone have any idea's as to why.
 
CR 2008 allows you to set the parameter to be editable. Are you using the interactive panel to change the parameter?

Thanks Ken. No I was using the refresh and then pressing the refresh parameters. What should I set the parameter to how would I update it so that it uses the saved data set. Thanks.
 
Make the parameter's "Editable" property True. Then you should be able to change the parameter using the "Parameters" section of the preview panel (on the left below the Group Tree).

This did not work. I changed the parameter but I needed to click on apply changes. When I did so it hit the main DB again and reran the data. I think I will just manage this report as a manual export (manually exporting the pages required separately) until our server is updated. If you do know how to do this I would be more than happy to try. Thanks.
