All NCOS's are "0" FRL's are "0"

All NCOS's are "0"
FRL's are "0"
MIN FRL is "0"
TGAR is "0"
NARS ACCESS is 99 for all call's

Problem
I can CFW my phone to 99 and I can call to my phone from any other phone in the Switch and make a call anywhere or I can CFW to a local number 99-NXX-xxxx or a LD 991-NPA-NXX-xxxx and the call goes though, but if I call from outside the Switch I can do Local and LD if I program the CFW KEY but I can't do just the 99. Any Ideas why I can't do just 99.
 
WHY WOULD ANYONE WANT TO CFW TO OUTSIDE DIALTONE, YOUR OPENING YOURSELF UP FOR A WHOLE BUNCH OF TOLL FRAUD

I'm not trying to open the Switch to toll fraud, I'm trying to figure out how this Switch is doing it so I can do the same on other systems.
 
Something to do with trunk supervision. The switch sees a call coming in on a trunk and won't let it go out on a trunk. Not sure just guessing.

IN THE CDB, YOUR RDR BLOCK SET CFTA TO YES.
THEN MAKE SURE YOUR INCOMING TRUNKS HAVE A HIGH EVEN NCOS TO DIAL OUT.

Every one is missing the point. the call goes though ok as long as I forward to a real phone number say 7 digits or 11 digits the call goes though from the outside and internally, but if I try to us just the NARS Access code 99 or a few more digits than it doesn't work for external calls but I can still call from an internal phone and the call goes though. What I want to figure out is how is the call being blocked for the external call but not the internal call. Again all phones, trunks are equal in NCOS TARG, the only thing that changes is the number of digits that I program to the CFW KEY.
