AIX can't reduce fs space

even after successfull defragfs AIX gives up...

fs has 290MB used and 1300MB free of total 1600MB

# df -vg /repo

# chfs -a size=400M /repo
chfs: There is not enough free space to shrink the file system.

chfs: There is not enough free space to shrink the file system.
# chfs -a size=600M /repo
chfs: There is not enough free space to shrink the file system.
# chfs -a size=700M /repo
chfs: There is not enough free space to shrink the file system.
# chfs -a size=800M /repo
chfs: There is not enough free space to shrink the file system.
# chfs -a size=900M /repo
chfs: There is not enough free space to shrink the file system.



The must be a bug in AIX LVM?
