AGP Spec. issue?

I have just purchased an Inno3D 7300GT video card for my PC (XP), which is currently running on a Gainward 4200TI.
I have tried installing the 7300GT several times, & seems to end up with either a black screen or a hang at the windows (with blue knightrider progress bar) splash screen.

I cant figure if this is an AGP power issue or driver issue. My mobo (Supermicro P4SDA+ / Intel 845) has an AGP4 slot running at 1.5V, whereas the new card only has one slot in the 3.3v position, the new card is also being supplied direct from the PSU,which is more than powerful enough. I didn't consider this issue, as I thought x4 & x8 were compatable.

Would the PC reach the splash screen if this is a power issue?

Does this seem like a driver or power issue?

Reinstall the old video card, start in Safe mode, uninstall its drivers, shut down the system, install the new card, and see if it's recognized. If it is, then install its drivers.
If it's still not recognized, then reseat it making sure it's fully seated, and try a different power cable.
If no luck, then see if the new card works on another system. If not, then it's probably bad.

Stripped system back to basics, problem was conflict with my Pinnacle firewire card. all sorted
