Agents Get fast Busy After Login with Password

This issue has been jumping around my agents. Where once they Hit Login then as soon as they put in their Agent ID Password they will get a fast busy. A couple attempts they are good or even just wait a second. Did a trace and got
Denial Event 1040: ACD Login Failed D1=0x9e61 D2=02298f

Research a lot stated license (Display Capacity pg5) We have over enough available. Can someone help me PLEASE......
