After sending HTML email, format gets changed :-(

In our environment a HTML formatted email is sent out every week to many users. It is sent via a "resend" button, not a forward, as it is less likely to be reformatted that way. When it is received by recipient the formatting is changed, often is small ways, but generally making it harder to read. Can this be stopped? Is there any way we can configure exchange/outlook to stop changing the formatting?

You don't mention whether the users are internal or external, which can be the culprit. If you're sending HTML emails externally, don't be surprised if somethings get stripped out (like beaconing items, or those perceived to be). Some places will even configure their systems to read in plain text only as a stop gap security measure.

The users are internal.
 
The newsletter is edited in software like Dreamweaver and it appears that Outlook renderizes Html using Office Word 2003, I can see additional tags added the html code.

Some unwanted spaces are added sometimes text is squeezed and images are not in proper place. Although not a major difference but certainly not the way coders designed it.
