after Merlin Legend Processor upgrade restore reverts to 2-digit dial

The other day I had a job upgrading a processor from CKE4 running R6.0 to a CKE5 with R7.0.

I made a backup to my laptop, converted it to R7 successfully(I think), installed the new processor, defaulted it, and restored the data to the new processor. No errors.
I thought everything went okay but, the dial plan came up as the default 2-digit plan I didn't have the time to look beyond that to see if any of the the programming "took" because they needed their system.
Since I don't,typically, work on these and since it doesn't appear in the "upgrading from R6.0" notes, my question is:

Is that normal? Or has anyone encountered this problem?
 
If the Backup, Convert and Restore was done correctly, this is NOT NORMAL.

Do you have the original Processor and Flash Card?

You will probably need to fire that processor back up and revisit your Backup and Convert.

The old processor and flash card were reinstalled until I could get some further info. I suspected that problem was with the backup-convert, but it appeared to go off without a hitch.
I'll try it again...
