After adding PerVmFiles=150 still get DOS Error 4 1

I have made changes to Windows\System.ini (WINDOWS ME)
and added a new 1st line in 386enh section.....
PerVmFiles=150
However, I am still getting DOS ERROR 4

What else must I change to provide enough handlers?

I added PerVmFiles= 120 in the last line.

Then confirm that the line must be marked ON .

Don't forget you still need a set clipper="NN" in your launch bat file or burned in your app.
