AES dialer no long available after workstation upgrade from XP to windows 7

A client of mine has an aes sever. Just recently they overhaul there local PC's from XP to windows 7. Since then, they haven't been able to use their tapi dialer on IE, Chrome, or FF when connected to Saleforce, where as on their XP machine it was readily available. Nothing on the System backend was upgraded or changed. Is there something that needs to be changed or upgraded to get the client tapi back online? Please advise. Below is a quick display of services on the aes server

have you tried to go to services and start the dlg service? as this is the only one not running, also have you done a reboot of the server?

acss sme acis sme acss cm 5.2.1 acss cm and cmm acss aura messaging.

Thanks for the reply back. I've restarted the server and tried to restart the service but, still no dice. The DLG service still says down. It's also barking about a license, here's what it says: NO_LICENSE_ACQUIRED_(1). The client really only uses the AES for the tsapi. What the problem probably is, is that they need the tsapi driver for the window 7 machines. I'm searching Avaya at this moment to try and find it
