Clustering is done so that in the event of a hardware failure of a system reboot the services running on that server do not go offline for more than a couple of seconds.
The number of servers that you have isn't important when it comes to deciding to cluster a server. The deciding factor should be "can the company afford for this server to be down until the hardware is fixed". If the answer is yes the company can live without the hardware for however long it takes to get parts (depending on your vendor and support agreement this could be as short as a couple of hours or as long as a week) then the server is not a good candidate for clustering. If the answer is no, then it is a good candidate for clustering.
