What is the difference between the built-in Administrator account and the built-in Domain Admin account for the same domain? How do their rights differ?

Build-in administrator account deals with the local machine while domain admin is with Domain. Most of the time local administrative account is required when there is network logon problem or some issue with domain admin account. so that atleast u can logon to the local server/PC and configure it.

so if you make someone an Administrator in the domain on a DC, they will then have administrator rights to whatever computer they log in to?

By default it is as you said. Domain Admin group is the part of the local administrator group. But you can change it as a local administrator.
