Administrator PW does not work on IP Office R7 with nortel phones

I am trying to adjust programming in an IP Office R 7.0(36) using Manager R 8.1(67). I can get in using the Manager login and PW, but not the Administrator login and PW. We subcontracted the install and had trouble with the subcontractor, so I assumed they changed the PW's. So, I erased the config. I still can't get in. I have seen some blurbs about possible issues using the Administrator login on such a system, but nothing I can work with. Please help.
 
are you able to log into security settings? if so you will be able to reset the admin password to a new one of your choice.

First you should be using manager 9.0(36) or higher to manage a 7.0(36) system. That being said, have you tried to log in to the security settings to see of you can change the password back? Try using the default login on security configuration, then if you can get in you can change the Administrator account password.
 
If you do not have any password working, just plug a RS232 cable into the connector at 38400 8 n 1 flow no

type AT enter OK
Type AT-SECURITYRESETALL enter
type the number

password are now default
