Administrator problems

I'm logged in as an administrator but I'm getting error messages telling me I don't have privileges. For example, I cannot add a non P&P printer. I've tired adding a new user with administrator privileges but this new user has the same problems. Any clues where to look?
 
Is this workstation part of a Domain? The Group Policy may be set to require that you be a Domain Administrator.
 
Exactly if you are a part of domain controller check the GPO with ur system admin.
 
sometimes the administrator id's priv's are removed to deter hackers. if so the account with admin privs will be called something else.

Not a workstation or part of a domain - standalone computer. Interesting thing just found is that if I try to access Group Policy, I get a "Snap-in failed to intitialise" message. That's a totally unknown area for me.
 
Okay, your last clue is an important one. The official explanation:

From MS Technotes:

"When I try to edit a Group Policy object, I get the "Snap-in failed to initialize" error.

Cause: This may be happen if Group Policy cannot find framedyn.dll.

Solution: If you use installation scripts, make sure that your scripts place the %windir%\system32\wbem directory in the system path. By default, %windir%\system32\wbem is in the system path already; therefore, you are not likely to encounter this issue if you do not use installation scripts."

I eventually got around the problem by logging in as "administrator" - this account has all necessary privileges. Now I'm left wondering why any other account with administrator privileges don't.
