Administrative Tools file associations missing

I have a Windows 2000 Server that is missing most if not all file associations.

For example, all the options under Administrative tools have the default icon and brings up the "Open with" dialogue when double-clicked. Anyone have any suggestions?

Not to sound stupid, but have you checked to see if all of those apps are still installed?

I think so. The directories all seem to be in place and files exist below them.
