Admin Paranoia/Too Careful?

While browsing files and folders on the NT4 PDC/file server in prep for moving data to Windows Server 2003 network, I noticed something odd. A number of files and folders show last modified dates of "12/31/99 7:00 PM". The odd part is one file in particular that I know wasnt on that server until 3 days ago has the same last modified date.

Does this happen to ring any bells with anyone in terms of what that might be a indication of, regarding what a user with admin rights might have been doing that maybe they shouldnt have been, leaving this as the only clue?

Looking at files that I've moved to my 2003 server from various other computers and devices date created is usually the date that the file was copied or moved to the server. Date modified is usually the last date that changes were made to the file itself.

None of these files and folders were copied or moved to the server or had changes made to them 12/31/99 at 7:00 PM. None of them are older than 2 years. The one file in question didnt exist until last week.

What type of files/folders are these? Do they belong to a particular app? I have seen some applications create funky files that have a date 01/01/80 for instance. If it's an app that created these files/folders, check to see if it requires an update.

Are you sure it's definitely Date Modified and not Date Created? When I copy files from ISO images I sometimes get the original creation date cropping up as the Date Modified, most of the time I don't worry about it.
