Admin install Office 2000 SP3?

I am trying to add Office SP3 to an admin install share and it keeps failing, I have used the following path

msiexec /a D:\MSI\Office2k\data1.msi /p C:\O2ksp3a\MSP File SHORTFILENAMES=1

I have done this before in the past and it worked so i'm not sure why it's not working now.

The error reads "This patch package could not be opened. Verify that the patch package exists and that you can access it."

Now it definitely finds the file and starts to run Windows Installer then it flashes this message up.

Has anyone any idea?

I'm using Office 2k SR-1 and I have the o2ksp3a.exe file from Microsoft this is the 50meg admin install one.
