address verification re overseas

I am a Canadian retailer. I run my own site, and manually verify and processs the sales within my store. For US and Canada there are a number of options for verifying name/address etc, but currently the banks at my end will no longer verify overseas credit cards, and when you contact the overseas bank, they tell me that my bank or card issuer has to contact them.
Sigh........
Any suggestions??

AVS (Address Verification System) is a mandatory check by all US and European credit card issuers. However, it is not mandatory for Asia (or the rest of the world). As such, there is no way you can verify if the card is good. Unless if your company is huge and can afford systems like HNC Falcon (fraud detection) ...

I tried to contact my recruiting bank for checking, after a while, they get fed-up with it and tell me that they won't even help anymore ... This is my personal experience. In short, there is no easy/cheap solution to your problem. Alternatively, you don't use your own payment gateway and subscribe to one of the international payment processor like worldPay which have some-sort of anti-fraud detection system available. WorldPay also have a Guarantee service where they guarantee that your order against fraud. However, they impose a charge on each of your transaction.

Unless you ship a lot of Asia/Rest of the world, it may not be worth it. eRetailer has always been plague by Fraud transactions. Just hope that the impending Visa 3D and/or Mastercard Spa solution will help remove these ... they're in the pipeline now but not sure when they'll be launched yet. cheers.

In Canada we cannot get the banks or credit card companies to verify European cards. Any suggestions?

Also, what is Visa 3D, etc??

It is not just in Canada, everywhere else is the same :(

As mentioned, you can take a look at worldPay.com and see if you can make use of them (or if they're cost effective for you). If you're running a eCommerce site, it should not bother you what solution is being used ... as long as it works. If you want to use your own Payment Gateway, then there is no answer to your problem. This is not unique to you, but an industry wide problem.

3D is a new verification system proposed by Visa. The details are still vague, but in principle, it is an interactive verification system where; when you try to make an online payment, the merchant will send a request to the (issuing) Bank, the bank will then send a question back (like, your Mother's maiden name, billing address, license number, pet dog's name, neighbour's wife's name, etc, etc) for the buyer to answer. With the correct answer, the transaction will go through. This basically nullify (at least they claim) the possibility of a (fraudulent) generated card because these info are not stored on the card and only available in the banks/cardholders.
