Additional Exchange 2003 Server

My present exchange server (w2k3/exch 2k3) is starting to run low on system disk space (6.5 gb) and need opinions on what direction I should go. What I've been thinking about is using an almost identical spare server with larger disks, and creating an additional Exchange server, moving the mailboxes, and then sending the older one off site as a backup. If this was done, does the offsite machine need to stay powered up, and on the net, and, is this the easiest, cleanest way to create a backup/DR machine?
 
The original server, if it's the first server in the org, is responsible for a lot of things. You'd want to make sure you move those roles to the server that's staying.
