Very easy. open the add printer icon, uncheck automatically detect but select local printer, on the next screen select create port and select standard tcp/ip port and then type in the IP address of the printer. It will create the port and then you can now select the printer attached to it.. I've done this for several years at many jobs and it works perfectly.
Right - I wanted to get the "Add TCP/IP Port" wizard to open without opening the add printer dialog.
I have a VBScript that installs my ports and printers, but for some reason, one line of Xerox printers is unresponsive if the port is created via VBScript. So I'd like to call the "Add Port" wizard from VBS to be installed manually, and then have the script add the printer to that port.

Actually, looking at that TID it doesn't give you what you are looking for. You might have to manually add the port into the registry.
The port settings reside in [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Print\Monitors\Standard TCP/IP Port\Ports]
and I guess the only way to find out the required entries under this would be to manually add the printer and check the entries under the key created for the port in the above registry location
