Adding sets with 3 digit DNs TM 3.0 OTM

I have TM 3.0 connected to a CS1000S using 3 digit DNs. When I try to add a new set with a 3 digit DN, I click validate and TM adds a leading zero to my DN making it a 4 digit DN. The new set validates OK, but when I transmit, I get a SCH code saying a shorter DN exists (namely 0, the ATT). My dialing plan is set with 3 digit ranges. PBX was provisioned manually without TM. I do have some 4 digit ACD-DNs and CDNs provisioned. Any ideas out there?
 
4 digit ACD's is why it's adding the 0. rebuild any 4 digit to a 3 digit number.
