Adding Operator extensions (QCC,DLC,etc.)

Trying to add a 2nd QCC console to a 3 Cabinet Magix R2.2/ v7.2. Currently only 1 Operator console(QCC) is assigned in system to slot 01:[412TDL card] port 01. (01/01)
(No other designated operator consoles in system) NOTE: System is maxed out with 3 PRI cards and almost 200 exts! Trying to use the 5th port on slot 01.(01/05)
Installed 4424LD+ on 5th port as extension 428(it works fine) However, when trying to go in an assign as QCC using WINSPM R8.0 (i.e... System programming/Operators/Positions/
Queued Call/428/Enter/Store All/System Resets)..programming doesn't take....system still only shows 1 operator...
(Main Console 01/01 ext.427). Printed out ext 428 info report: deleted all buttons except the SA buttons (3 by Default) Removed all lines assigned, it is not assigned to any calling group(s)/cover groups, etc..report looks good ANY IDEAS?????
 
If it's an option, try and put it on the 1st port of a card. I've never really experienced too much trouble adding operators. Give that a shot?? Is the system giving you any alarms after you try to enter the additional operator?

The way QCC's work is this:

IF you want a QCC, it has to be the FIRST port in the System that can be an ATTENDENT.

IF you want a second one, It has to be the SECOND PORT in the system that cna be an ATTENDENT, and so on.

Based on what bigridge1 hs said, it looks like it is being done correctly.

Was this system upgraded from something else?

I do not have a clue as to why this can not work.

Perhaps you may want to set up slot 1/5 as a DLC and then convert to a QCC.

Yes, I did try to make the 2nd available
Operator port (01/05) a DLC....same thing..also checked
alarms and found nothing....However,
the system was upgraded from a R1.5 to R2.2 about 8 months ago and up to
now we've had no problems with the upgrade...at least so
far. Because we are at capacity/over it(sort of)....
the last 12 ports on our 024TDL in slot 15 do not work.
1st 12 do,(we still have 2 open slots in cabinet 3). I
am going to try to go there Sunday and pop out this card,
board renumber, and go back in and try to assign
\the Operator port again and see if this doesn't fix our
little quirk. I have never had this problem either.
also there was a patch released by AVAYA for R2.2
to fix the PAGING issue from v7.2 to 8.2 I believe is the
version number...and of course we are now up to R3.0 v8
somthing I think. So if this doesn't work(Popping out the last card)
then MONDAY I'll see about upgrading to R3
and see if this doesn't fix it. the next available Operator
port begins on card 06/01 [an 024 TDL] and none of the 4
available ports for operators worked either...same problem.
