A GIF animation is basically a bunch of stills, each with a time value associated with it. In Premiere, it goes into the timeline that way, but I didn't bother trying in After Effects, once I learned to precompose things.
But, to answer your question specifically, you import the GIF into the clips bin, then toss it on the timeline, just like any other asset.
