Adding Database Problem

Running Lotus Notes 4.6, Windows NT4 Workstation and Server.

Someone had a mail file (an archive) stored on their personal drive. We decided that we want all archives stored on the mail server in a seperate folder (aptly named 'Archives').

Anyway, after moving it and trying to add it again, we are getting this message:

This database has local access protection and you are not authorized to access it locally

Before moving it, I checked the ACL which said that this user is a 'Person \ Manager'.

I've also checked the NT permissions which also say they've got full control.

Any help is appreciated.

odd.. when I've seen that messages, it's that I've encrypted the database , and then another user/ID is trying to get to it and can't. Is everyone getting that message, or just you admin(s)?
 
The user who the mail file belongs to, myself and the server admin are all getting this message.
 
I had a problem moving a users archive from the local machine to the server, However the error was different and it was on R5 but give it a try. When I moved the archive to the server and then went into the archive settings to point the archive database to the server I kept getting the error "Not authorised to create databases" and I was the admin.

Turns out I had to clear the archive location, save it then go into the settings again and point it to the server and voila it worked.
