We have an IP Office 500 V2 control unit with Combo ATM4 V2 card, PRID T1 (dual port), and a PRIS T1 (single port). Expansion units connected to the control unit are IP 400:
1. Analogue ATM16
2. Analog POTS16V2
3. Qty 4 DIG DCPx30V2 Digital Expansion units
Software version in 9.0.500.972
We added an additional Combo ATM4 V2 card to the control unit in an available slot as we need the additional VCM channels. When we brought the control unit back up, one of the external Digital Expansion Units had a green flashing status light and all of the phones connected to the device had a message saying something to the effect "Waiting for...". Once we removed the combo card, the Digital Expansion unit came back up as normal.

Is the problem a capacity issue, licensing issue, or something else?
